If you've ever seen a forecast from the National Weather Service, it's in all capital letters. That practice dates back to the late 1840's; back to the days of telegraph. But in this age of social media, all caps is considered shouting.  With recent equipment upgrades, the weather folks can now lower their voices.

The Seattle Times reports, beginning May 11th, no more ALL CAPS unless IT'S REALLY  SERIOUS.
